Climate Transition Plan Development
Turn climate intent into a governed, evidence-led plan. Make next decisions clearer.
AIGreen Plus can facilitate a scoped transition-plan engagement for a Malaysian manufacturer: confirm boundaries, organise Scope 1, 2 and 3 evidence, test assumptions, map risks and actions, and prepare a reviewable plan. The work is consultancy, not installed software, certified assurance or a promise of emissions reduction.

Climate Transition Plan Development turns an organisation’s climate priorities into a documented set of targets, actions, resources, owners, dependencies and review points. We work with management, operations, finance, procurement and sustainability teams using approved records and stated methods. Outputs can support internal decisions and disclosure preparation, subject to qualified review. IFRS S2 does not require every entity to have or publish a transition plan; applicability is confirmed for the organisation and reporting period.

The proposed support can structure records and questions; responsible owners still assess evidence, applicability and decisions.
| Review point | Common starting position | Proposed consultancy support | Responsible reviewer |
|---|---|---|---|
| Set organisational and operational boundaries | Teams reconcile site lists, reporting periods and exclusions across documents. | Proposed consultancy template and digital assistance can show missing fields and version differences. | Authorised management confirms the boundary and intended use. |
| Structure GHG and activity evidence | Owners exchange spreadsheets, invoices, meter summaries and supplier responses. | A proposed evidence register standardises fields and flags incomplete source notes. | Data owners and reviewers validate units, factors and evidence. |
| Prioritise transition actions | Workshops assemble risks, opportunities, projects, dependencies and responsible owners. | Consultancy analysis can organise a transparent action-and-assumption register. | Leaders choose priorities, resources and acceptable trade-offs. |
| Prepare a reviewable plan | Drafts, comments and approvals are tracked through email and working papers. | Proposed digital assistance can help compare versions and preserve an issue log. | The client approves statements; external assurance, if desired, is separate. |
Create one traceable evidence base
Use a documented record structure so each assumption, factor and source can be reviewed.
Sequence practical decisions
Connect material risks, opportunities, actions, dependencies and owners without presuming a technology or investment choice.
Improve readiness for review
Map relevant plan content and gaps to the selected reporting method, with applicability checked separately.
Make governance visible
Define decision rights, review points, evidence owners and escalation routes for unresolved assumptions.

| Measure | Illustrative calculation | Meaning and limit |
|---|---|---|
| Labour effort | (90 − 60) ÷ 90 × 100 = 33.3% | Same workload and expected review quality; includes ongoing exception checks as scoped. |
| Time capacity | (90 − 60) × 6 ÷ 60 = 3.0 hours | Released time is not payroll savings or guaranteed job reduction. |
| Admin checks | (9 − 4) ÷ 100 = 5.0 percentage points; 55.6% relative | Separate hypothetical like-for-like checking scenario; values are illustrative assumptions, not benchmark estimates or a quality guarantee. |
Hypothetical same-workload comparison: 90 minutes before versus 60 minutes after for consultant/client review, reconciliation and exception logging. It measures administrative effort only, not headcount, payroll, emissions or energy change.

What to prepare
- Approved organisational chart, site list, planning horizon and reporting purpose from the executive sponsor
- Scope 1 records: fuels, process or fugitive sources, activity quantity, selectable unit, factor and factor unit (for example kgCO2e/unit), factor source/version/date, period, evidence and reviewer
- Scope 2 records: purchased electricity, steam, heat or cooling activity, unit, quantity, factor provenance, period, evidence and reviewer
- Scope 3 records by applicable category, such as purchased goods, logistics, business travel or waste, with activity, unit, quantity, factor provenance, period, evidence and reviewer
- Current targets, projects, budgets, risk registers, supplier information, governance papers and approved operational assumptions from their respective owners
What to agree in writing
- This is scoped consultancy and planning support, not installed software, an automated control system or a substitute for management decisions.
- GHG methods, organisational boundaries, factors and targets require client approval; no emissions, energy, cost or carbon reduction is promised.
- Readiness is distinct from certification or independent assurance; any external verifier, auditor or adviser is separately appointed.
- Access is limited to approved, necessary and preferably anonymised records under written confidentiality, retention and reviewer arrangements.
- Legal, tax, regulatory and reporting applicability is not determined here; Malaysian qualified advisers confirm obligations, scope, timing and costs.

10 questions. Practical answers.
Frequently asked questions.
Ten practical answers about scope, sources, review and responsible use.
What does Climate Transition Plan Development produce?
The engagement can produce a scoped transition plan, evidence and assumptions registers, an action roadmap, owners, dependencies, governance gates and a monitoring proposal. It is a reviewable management document, not a guarantee that any target will be met or that an external party will accept the plan.
What initial data should a Malaysian manufacturer prepare?
Start with the entity and site boundary, reporting period, fuel and refrigerant records, electricity and purchased-energy records, relevant Scope 3 activity data, existing targets, projects, budgets, risk registers and governance papers. Records should identify unit, quantity, factor provenance, evidence and reviewer where applicable.
Which method or standard will you use?
The method is agreed during scoping. A plan may be structured for internal management or mapped to a selected disclosure approach, such as IFRS S2 where relevant. IFRS Foundation guidance says IFRS S2 does not require an entity to have or publish a transition plan; applicability must be checked for the organisation and period.
Who signs off the plan and its targets?
The client’s authorised sponsor and relevant management owners approve boundaries, assumptions, priorities, resources and wording. Sustainability, finance, operations and procurement reviewers may each own parts of the evidence. A consultant can facilitate and document review but cannot replace board, executive or technical authority.
Is this certification or independent assurance?
No. The service can improve readiness and traceability, but it is not certification, accredited assurance or a verifier’s opinion. If assurance is needed, the organisation should appoint an independent qualified provider and agree evidence, criteria and scope directly with that provider.
Are the dashboard and scenario numbers actual results?
No. The dashboard rows, chart and administrative-effort scenario are fictional illustrations designed to show coherent calculations. They are not customer data, measured emissions, energy savings, headcount reduction, cost savings, benchmarks or forecasts. Actual values require approved records and client review.
How are confidentiality and access handled?
Access should be limited to the least necessary approved records, with client owners, anonymisation where practical, agreed retention and written handling instructions. The engagement does not itself certify Malaysian privacy compliance or security; the client and qualified advisers confirm applicable controls.
Can existing spreadsheets, ERP or energy systems be used?
Possibly, subject to discovery, permissions, export quality and written scope. We can review supplied extracts and propose a structure; this does not imply an existing integration, live dashboard, IoT collection or map service. Any interface, licence, testing and fallback process is separately agreed.
How long does the work take?
Timing depends on boundary complexity, site and supplier coverage, data readiness, review availability and the selected method. We will agree milestones after discovery rather than invent a duration. Delayed evidence or unresolved approvals can move later workshops and handover dates.
What affects the quotation and ongoing support?
Scope, number of entities and sites, value-chain coverage, workshops, data quality, methods, review rounds, language, deliverables and system assessment affect the quotation. Recurring monitoring, refreshes, training or support are optional written scopes; no 24/7 or unlimited service is implied.
