UK CBAM Readiness Assessment
Know which evidence is ready, missing or needs qualified review before UK CBAM reporting conversations.
AIGreen Plus can assess a Malaysian manufacturer’s UK-bound products, routes and emissions evidence against published UK CBAM guidance. The output is a bounded readiness view and action register; it does not replace importer tax responsibilities, an eligible verifier or legal and tax advice.

This assessment helps Malaysian manufacturers prepare evidence for customers or importers of specified goods entering the UK from 1 January 2027. We review product scope, production records, monitoring periods, verification dependencies and owner actions. The output is a gap-and-readiness pack with assumptions and adviser questions. It is not a filing, tax determination, certified result or assurance opinion.

Fictional evidence-status mix
Fictional sample values · Bars compare the four fictional rows by administrative evidence status; they do not measure emissions, eligibility or reporting success.
| Fictional route | Product family | Evidence status | Monitoring period | Next review |
|---|---|---|---|---|
| Route A | Aluminium component | Ready | 2025 | Qualified scope check |
| Route B | Steel article | Partial | 2025 | Production-boundary evidence |
| Route C | Fertiliser input | Partial | Not supplied | Supplier data request |
| Route D | Cement product | Ready | 2025 | Importer handoff check |
The fictional sample contains four routes: two are marked Ready for the core evidence fields and two need follow-up. Partial records should be checked for product scope, production boundary and monitoring-period evidence; no tax liability or emissions result is inferred.

Organise the work. Keep conclusions with people.
The proposed support can structure records and questions; responsible owners still assess evidence, applicability and decisions.
| Review point | Common starting position | Proposed consultancy support | Responsible reviewer |
|---|---|---|---|
| Identify UK-bound products and routes | Teams reconcile descriptions, shipment files and internal product lists in workbooks. | Proposed structured intake and evidence cross-check for visible route gaps. | Trade and product owners confirm the product definition and importer relationship. |
| Trace embedded-emissions evidence | Analysts search production, energy and supplier records. | Proposed evidence register links each record to a stated data need and owner. | A qualified reviewer decides whether evidence is suitable for the intended use. |
| Prepare importer questions | Questions are assembled ad hoc. | Proposed gap categories produce a review-ready question and request list. | The importer and advisers determine filing, tax and verification requirements. |
| Track readiness actions | Owners and open issues are maintained in email. | Proposed action register records owner, dependency, evidence status and review date. | The client approves priorities, access and any external engagement. |
Make applicability questions explicit
Create a route-and-product scope map that flags where commodity-code or customs advice is still required.
Build a traceable evidence trail
Index records by product, installation, period, source owner and stated boundary without inventing factors or values.
Prioritise evidence requests
Turn missing monitoring-period, emissions-intensity and verification documents into owned requests for suppliers/importers.
Give decisions a clear owner
Separate consultant analysis from client approval and qualified external decisions.

These figures are modest arithmetic for discussion, not customer evidence, forecasts, emissions claims, payroll promises or guaranteed outcomes.
90 → 55 combined labour minutes for the same task.
12 one product-route evidence pack checked for completeness units per month × 35 minutes less per unit.
8 → 3 per 100 checked error-affected administrative evidence entries, not tax liabilities, compliance findings, incidents or environmental outcomes (5.0 percentage points).
See assumptions and calculations
| Measure | Illustrative calculation | Meaning and limit |
|---|---|---|
| Labour effort | (90 − 55) ÷ 90 × 100 = 38.9% | Same workload and expected review quality; includes ongoing exception checks as scoped. |
| Time capacity | (90 − 55) × 12 ÷ 60 = 7.0 hours | Released time is not payroll savings or guaranteed job reduction. |
| Admin checks | (8 − 3) ÷ 100 = 5.0 percentage points; 62.5% relative | Hypothetical like-for-like evidence-index check, not a measured result, benchmark, assurance conclusion or quality guarantee. |
Hypothetical same-workload comparison: a coordinator spends 90 minutes gathering and reconciling one pack, including consultant/client review and exception follow-up; a structured pack takes 55 minutes with the same review responsibility. This illustrates administration only, not headcount, payroll, customs clearance or environmental improvement.
Scenario figures are illustrative arithmetic, not benchmarks, forecasts, actual customer results or guarantees. Measure a like-for-like pilot with the same definitions before making a claim.

What to prepare
- UK-bound sales, shipment and importer-route extracts owned by trade or logistics, with sensitive fields minimised
- Product descriptions, commodity-code references and bills of materials approved by product or customs owners
- Production-site, process, output and calendar-period records supplied by operations and environmental-data owners
- Energy, fuel and relevant supplier emissions records with source, unit, period and boundary notes
- Existing verification reports, supplier declarations and customer information requests provided by the accountable client owner
What to agree in writing
- This is a scoped readiness assessment, not legal, customs or tax advice; the client confirms applicability with qualified advisers.
- AIGreen Plus does not register the importer, submit a CBAM return, set a tax liability or act as the liable person.
- Readiness is distinct from independent assurance; any actual-emissions route requiring verification uses an eligible independent verifier appointed separately.
- Client controls access, anonymisation, retention and approval of records; no personal data is needed for the core assessment.
- Any recurring support, system connection, additional site, new product family, adviser engagement or verification work requires written scope and commercial agreement.
Set definitions, boundaries, source ownership and review responsibility before interpreting a result. A qualified responsible person decides whether a finding is applicable.

Frequently asked questions.
Ten practical answers about scope, sources, review and responsible use.
What does a UK CBAM Readiness Assessment cover for a Malaysian manufacturer?
We review UK-bound products and routes, scope questions, production and emissions evidence, monitoring periods, importer handoffs and actions. You receive a bounded readiness pack. We do not determine tax liability, register an importer or provide certified assurance.
What data should we prepare before the assessment?
Prepare product descriptions, commodity-code references, shipment and importer extracts, site and production records, energy or fuel records, supplier information and existing verification or customer requests. We agree the minimum set, owners and anonymisation approach during scoping.
Which method or standard will you use?
The assessment is mapped to published UK CBAM policy and guidance on embodied emissions, actual verified data and default values. It is not a CBAM filing, standard certification or verifier’s opinion, and we do not claim possession of any full paid standard.
Who signs off the assessment and unresolved scope questions?
Authorised trade, operations and environmental-data owners approve supplied facts and priorities. Commodity-code, customs, tax and filing conclusions remain with the importer and qualified advisers. An eligible independent verifier, appointed separately, handles any required verification.
Is readiness the same as certification or independent assurance?
No. Readiness organises evidence, assumptions, gaps and actions for review. It is not certification, accreditation, conformity determination or independent assurance, and AIGreen Plus does not present itself as an accredited CBAM verifier.
Are the dashboard figures and time scenario our actual results?
No. Dashboard rows and the administrative-effort scenario are fictional examples. They do not forecast tax, emissions, energy, labour, carbon or certification outcomes. Actual figures require approved records and a separately agreed measurement basis.
How will confidentiality and access be handled?
You decide which records are shared, who accesses them and what is anonymised or retained. We can work from extracts or controlled registers. Access, retention and security terms belong in the written engagement; this is not a blanket compliance promise.
Can this work use our existing ERP, spreadsheets or data systems?
Yes. We can start with approved exports, spreadsheets or document folders; no pre-installed software or integration is required. Any connector, automation, licence, mapping or ongoing administration is separately assessed, with a manual fallback.
How long does the assessment take?
Timing depends on products, sites, routes, record quality, approvals, supplier responses and adviser questions. We agree milestones after discovery rather than promise an invented duration. A changed product scope or reporting period may require a revised plan.
What is included in the quote, and who supports actions afterward?
The quote depends on product families, sites, data volume, workshops and review depth. It excludes tax advice, verification, filing and integration unless agreed. Named client owners retain action ownership; continuing support is separately scoped.
