EU Carbon Border Adjustment Mechanism (CBAM) Consultancy
Make CBAM evidence review clearer. Keep every conclusion qualified and human-approved.
AIGreen Plus helps Malaysian manufacturers map potentially covered export products, organise installation and activity evidence, and prepare a traceable review pack for discussions with EU importers or qualified advisers. The engagement is a scoped consultancy proposal, not a CBAM filing service, legal opinion, tax calculation or assurance engagement.

This consultancy examines whether an organisation's EU-bound product flows may intersect with CBAM, then tests the availability and consistency of relevant production, energy, precursor and customs records. We can structure an evidence register, apply an agreed calculation method for an illustrative review, document gaps and prepare questions for the EU importer or adviser. The client retains responsibility for applicability, declarations, certificates and all final decisions.

Illustrative gap flags by product record
Fictional sample values · Bars compare fictional administrative follow-up flags only; they do not measure emissions, regulatory risk or product performance.
| Product / export record | Evidence items (count) | Gap flags (count) | Review note |
|---|---|---|---|
| Iron and steel / Lot A | 12 | 2 | Production boundary record to confirm |
| Aluminium / Lot B | 9 | 1 | Energy source evidence to reconcile |
| Fertiliser / Lot C | 7 | 3 | Precursor and activity data incomplete |
| Cement / Lot D | 6 | 2 | Product code and installation link to confirm |
Illustrative review suggests 34 evidence items across four product-export records, with eight administrative gap flags. The sample highlights boundary, energy, precursor and classification questions for human review; it does not determine CBAM applicability or embedded emissions.
Five steps, with an accountable owner.
Evidence, assumptions and open questions move through a human review route. No certification or automatic conclusion is implied.

Organise the work. Keep conclusions with people.
The proposed support can structure records and questions; responsible owners still assess evidence, applicability and decisions.
| Review point | Common starting position | Proposed consultancy support | Responsible reviewer |
|---|---|---|---|
| Identify potentially relevant EU export records | Teams search invoices, product descriptions and shipment files across departments. | Proposed structured screening register and guided reconciliation of supplied records. | Authorised staff confirm classifications, destinations and applicability questions. |
| Assemble installation and activity evidence | Evidence requests and spreadsheet follow-ups are repeated for each period. | Proposed evidence index with owners, period tags and visible missing-item flags. | Process owners approve sources, boundaries and any data exclusions. |
| Review embedded-emissions calculations | Analysts compare units, factors and production records manually. | Proposed calculation worksheet using an agreed CBAM method and clearly labelled assumptions. | Qualified reviewers validate methods; no result is treated as certified. |
| Prepare importer/adviser questions | Open issues are compiled late from email threads. | Proposed exception log and handover brief linked to source evidence. | Client decides what to share and who may submit or rely on it. |
Create a defensible scoping trail
Map product, shipment and installation questions so qualified advisers can confirm whether the relevant transaction and period fall within CBAM requirements.
Make evidence findable
Organise approved source records and owners without requiring a new software system or claiming an integration.
Expose reconciliation work
Check units, periods and boundaries in a controlled review worksheet, retaining assumptions for human challenge.
Give management a handover view

80 → 55 combined labour minutes for the same task.
12 one product-export evidence packet requiring record matching units per month × 25 minutes less per unit.
9 → 4 per 100 checked error-affected administrative evidence entries, not environmental incidents, emissions reductions or legal compliance outcomes (5.0 percentage points).

| Measure | Illustrative calculation | Meaning and limit |
|---|---|---|
| Labour effort | (80 − 55) ÷ 80 × 100 = 31.3% | Same workload and expected review quality; includes ongoing exception checks as scoped. |
| Time capacity | (80 − 55) × 12 ÷ 60 = 5.0 hours | Released time is not payroll savings or guaranteed job reduction. |
| Admin checks | (9 − 4) ÷ 100 = 5.0 percentage points; 55.6% relative | A separate hypothetical like-for-like check of records needing correction; figures are illustrative and must be replaced by client measurement, not treated as a benchmark or guarantee. |
Hypothetical same-workload comparison: before is 80 minutes for client collection, consultant checking and exception follow-up; after is 55 minutes using a scoped register, still including client review and exceptions. It measures administrative effort only, not headcount, payroll, emissions, energy, customs cost or compliance outcome.
Scenario figures are illustrative arithmetic, not benchmarks, forecasts, actual customer results or guarantees. Measure a like-for-like pilot with the same definitions before making a claim.

What to prepare
- Approved product descriptions, tariff classifications and EU shipment records from export and customs owners
- Installation boundary, production-volume and process-flow records from plant and operations owners
- Energy, fuel and relevant activity records with units, periods and source notes from engineering or utilities owners
- Precursor, input-material and supplier evidence approved for sharing by procurement and technical owners
- Existing calculation workbooks, assumptions, prior importer questions and internal signoff records from ESG or finance owners
What to agree in writing
- Applicability, tariff classification, customs treatment, tax, certificate purchasing and declarations remain with the client and its qualified legal, customs or tax advisers.
- This is consultancy and document assistance, not installed software, an automatic filing, an accredited verifier opinion or certified assurance.
- Only approved, necessary and anonymised records should be shared; access, retention, confidentiality and cross-border transfer terms require written agreement.
- Illustrative factors, methods and dashboard values are labelled assumptions; no carbon price, emissions factor, saving, deadline or regulatory outcome is promised.
- Client owners retain source approval and final signoff; ongoing support, system integration, training and recurring services are separately scoped and quoted.
Set definitions, boundaries, source ownership and review responsibility before interpreting a result. A qualified responsible person decides whether a finding is applicable.
10 questions. Practical answers.
Frequently asked questions.
Ten practical answers about scope, sources, review and responsible use.
What does the CBAM consultancy actually cover for a Malaysian manufacturer?
It covers a scoped review of potentially relevant EU-bound products, installation boundaries, production and energy evidence, precursor records, calculation assumptions and open questions. We produce an evidence register, gap log and handover pack. It does not submit a declaration or decide legal applicability.
What information should we prepare first?
Start with product descriptions, shipment destinations and customs records, then add production volumes, process flows, energy data, input materials and any existing emissions workbook. We agree the minimum necessary set with your owners and can begin with an anonymised sample.
Which CBAM method or standard will you use?
The review is aligned to the applicable European Commission CBAM materials and the agreed calculation method for the relevant goods and period. We document assumptions and units. A qualified adviser must confirm the method and current legal position for your specific case.
Who signs off the evidence and any final submission?
Your authorised process, ESG, operations or finance owners approve source records and boundaries. The EU importer or its authorised declarant handles its submission responsibilities. A qualified legal, customs or technical adviser should resolve interpretation questions; AIGreen Plus does not replace that signoff.
Is this CBAM certification or independent assurance?
No. It is readiness and evidence consultancy. We can help prepare a review trail and questions for an appropriately appointed verifier or adviser, but we do not present AIGreen Plus as an accredited verifier and cannot issue a certificate or assurance opinion.
Are the dashboard figures or time scenario our actual savings?
No. Dashboard rows and the administrative-effort scenario are fictional planning examples. They are not measured carbon, energy or labour savings, headcount reductions, cost estimates or compliance results. Your team would define a measurement baseline if it wants to assess effort later.
How are confidentiality and access handled?
We agree the minimum data set, named roles, access route, retention and permitted reuse before intake. Use anonymised records where possible. Those controls are contractual safeguards, not a promise of legal compliance; Malaysian privacy and cross-border requirements should be reviewed by your qualified adviser.
Can you work with our existing ERP, spreadsheets or plant systems?
Yes, the discovery can use exports or controlled spreadsheets without claiming a product integration. We assess file structure, ownership and data quality first. Any connector, licence, automation, testing, security review or ongoing support is a separate written scope.
How long does the review take?
Timing depends on product scope, reporting period, record availability, client review cycles and exception complexity. We do not promise a fixed duration. The agreed plan will set milestones after discovery and will identify dependencies such as customs classification or supplier evidence.
What affects a quotation and what support continues afterward?
Pricing depends on product families, sites, periods, record condition, number of workshops, technical review and requested handover support. We provide a written scope rather than a fabricated price. Recurring monitoring, training, integrations and importer or verifier support require separate agreement and are not automatic 24/7 services.

Public official material — not accreditation.
- European Commission Carbon Border Adjustment Mechanism overview
The Commission states that CBAM moved from a 2023–2025 transitional phase to the definitive regime on 1 January 2026; importer obligations include authorisation, reporting and CBAM certificates, and selected sectors include cement, iron and steel, aluminium, fertilisers, electricity and hydrogen.
- European Commission CBAM legislation and guidance
The Commission lists the current legal framework, definitive-period implementing acts, default values, verification materials and guidance for installation operators outside the EU, including guidance on CBAM concepts and methods for calculating embedded emissions.
Official Commission pages support the definitive-regime, selected-sector and non-EU installation-guidance statements used here. They do not determine whether a particular Malaysian manufacturer, product code, shipment, period or importer is in scope; qualified advisers and the responsible importer must confirm applicability and obligations.
Dashboards and numerical scenarios are fictional planning examples. The services are proposed consultancy scopes, not certification, accreditation, assurance, legal advice, regulatory approval or a promise of emissions, cost, staffing, safety, quality or market outcomes.
